You can use your full allowance in EU now but nowhere else I believe. They have roaming bolt ons.

So I want to switch and what do I have to do? Give my current provider a 30 day notice and get a PAC code, get charged by both providers for the first 30 days? Any way to shorten the period when I pay for both providers, e.g. choose when to start with Plusnet?

If your current number is out of contract just request a PAC and order the new SIM. As soon as the plusnet number is live, give them the PAC and the number will port within a day or two.
You'll only pay for two lines for a couple of days.

Having a lot of trouble now with plusnet couldn't call for two hours today and dropped calls to certain numbers! Quite annoying tbh
