Except this has been entirely designed from the ground up to be an offensive weapon with a torch in it. It would be completely illegal and carrying it even for use as a torch would not pass the muster to avoid getting lifted by any police officer.
Yes a multi C/D battery torch can be used as a weapon but it's not got a grab handle built in to make it as such. Almost anything can be used as a weapon in the right hands. A piece of paper can be a deadly weapon if used correctly.
Emphasis mine, this item falls under the guidance of made for this purpose, there being 3 areas of offensive weapons, made, adapted or intended. This part being the relevant section.

Your other generic large torch falls under the other heading of intended, but the police have to prove that intent if you're carrying the torch with you. If you're out for a walk and have it with you I'd be willing to guarantee they could say nothing to you unless you start doing something with it.
Furthermore how this is still up I will never know as it's patently obvious to anyone with any sense that this item would be illegal to own, possess or carry in public.
