Except this has been entirely designed from the ground up to be an offensive weapon with a torch in it. It would be completely illegal and carrying it even for use as a torch would not pass the muster to avoid getting lifted by any police officer.
Yes a multi C/D battery torch can be used as a weapon but it's not got a grab handle built in to make it as such. Almost anything can be used as a weapon in the right hands. A piece of paper can be a deadly weapon if used correctly.
Emphasis mine, this item falls under the guidance of made for this purpose, there being 3 areas of offensive weapons, made, adapted or intended. This part being the relevant section.
- any article made to causing injury to the person
Your other generic large torch falls under the other heading of intended, but the police have to prove that intent if you're carrying the torch with you. If you're out for a walk and have it with you I'd be willing to guarantee they could say nothing to you unless you start doing something with it.
Furthermore how this is still up I will never know as it's patently obvious to anyone with any sense that this item would be illegal to own, possess or carry in public.

I have a lock knife in the my car and been told it's fine off a friend who is a traffic cop. (only cos he saw it in my car)
his quote, if you look like someone who would use the knife for a crime, they will take it off you, if you look like someone who HAD used it for a crime, they will prosecute you.
however, carry a lock knife in public and it's up to 10 year sentence. even if you don't use it for a crime. something police are getting much more strict on (with good reason)
mines there for breakdowns, no other reason. and anyone who carries weapons in their car is only gonna escalate any incident that happens.
not being a preach, but most people who carry a weapon in a fight end up having it taken off them and used against them.

No, sports equipment isn't an offensive weapon unless there's suspicion that it's in his possession with intent to cause injury.
Firstly they'd need evidence or reason to believe that he had it in his possession with the intent to injure someone.
They'd also need to prove possession. Having it in his car under the seat doesn't count as possession, as it was his granddaughter's and she left it in the car after a rounders game and he was not aware it was there.
As long as he doesn't drive around waving it out the window threatening people, he'll be fine.

Well then, if you are stopped by the police, and they decide to search your car, and you are not provably driving your granddaughter to a rounders match, then you might, if your lucky, get the chance to explain to a magistrate what lawful authority or reasonable excuse you had for having what is considered, outside of a rounders pitch, an offensive weapon under the seat of your car. Forgetting it is there is not a reasonable excuse.

I have an Led Lenser FAR brighter than a car headlight on full beam. Good luck to anybody who can see to attack me with that in their face.
I often wonder how that would go in court.... I don't think the law prohibits a "weapon" which discharges photons in such a way as to cause discomfort... yet anything which discharges a noxious gas or liquid is illegal.
Which then raises the question of a laser (In Dr Evil voice of course)
