It's... not terrible, by a fair way.
Absolute cheapest chip+board+ram combo for that spec would be around £260 (H110M board, single stick of crucial basic ram). The included windows 10 may now push it over the line as that's another... 60/70 at least. You've got a 1TB drive... £35 and a case and PSU (though you'd want to replace the PSU) so... another... £40 seems reasonable.
For something slightly beyond a potato masher build (which is basically something like "absolute cheapest possible to [email protected]") you have options with it.
It's about £400 worth of parts including windows for £313 so... I'd consider that a deal.
