It would do, as it's a device connected to your phone's hotspot, using up your data like a computer or phone would. However, Google have stopped them connecting to mobile hotspots anyway. It's supposed to be used on a local home network connected to a conventional router.

No - Casting is purely on a local link between your phone and the chromecast. No Mobile data (3G/4G) connectivity required.

That's not quite how it works. When you cast, be it from your phone or chrome browser tab on a computer, it simply sends a link to the content like a Netflix movie or an iPlayer program, like you'd share a bookmark, then the Chromecast uses the bookmark to request the content. So it would use the data of whatever route to the internet it's hooked up to.

Oh that's interesting.. I didn't know you could do that.. I've only ever casted using screen mirroring which would be a workaround to avoid tethering?

You need to have installed a compatible app on your phone that supports Chromecast. For example, the Youtube app supports Chromecast, so when you're on your wifi network at home your phone can 'see' there's also a Chromecast on the network and you'll see a little Chromecast icon in the app. When you're watching a video, click Chromecast and it will ask which Chromecast device you wish to cast to (if you have more than one), and then it sends a command to the Chromecast saying "Please play this video" and the Chromecast goes off and plays the video for you. You could turn your phone off at this point and the video will still work because all the Chromecast is doing is obeying the command "Play this video".
It only works on wifi networks (so you can't use your mobile data with it as it wouldn't work) and not all apps support it (but the major ones do, such as Netflix).
