Should be fine for running a web browser or iTunes, which is all netbooks like this are expected to do, really. Last I checked, Win10 had lower requirements than the previous couple of versions, anyway.

I'm typing this on a 2gb HP Stream 11.6" and it's fast enough for basic tasks and small enough for travelling.
Problem is the 32gb emmc HD.......it fills up with security updates within about 6 months, so if your buying one update the Win 10 version to the recent creators update as soon as possible.

Use disc cleanup, and cleanup system files. and next tab cleanup system restore and shadow copies. Use a fast SD to install to.

Says on the listing "save 10% when spending over £100 in the ebay tesco outlet." Including the postage its over £100 does that make the total even better?

nope ignore that just tried and it don't let u take the 10% off. I guess the item cost not including postage should be over £100

Does anyone know if this type of cloud puter can be used using mobile broadband via a dongle. ie does it eat more data up than a conventional computer?

I would very much doubt it - Data is data and files moved or downloaded from the net are finite in data size depending on size and quality of files. Downloading a 30Mb video should be the same amount of data on whatever device you download it on, as long as you aren't accessing it through some sort of proxy or alternative routing, whereby an additional connection is required (although this would only use a tiny percentage normally).
To answer the first part of your question though - I have no idea if this is compatible with a mobile dongle, as long as the dongle supports USB and the netbook has a network adapter it's hard to see why not.

It'll be fine with a dongle and will use same amount of data as a regular 'puter as it is a regular one!
Just make sure to switch off automatic updates when you're not using WiFi as that'll kill your allowance.
Can you install programs on this with such little memory? I want to put on the Garmin app on this. I need a basic windows PC. I have a Chromebook but No such app exists.
