It's 4.5W processor in a fanless casing. In passmark is scores about the same as a Haswell i5-4200U (15W) (this m3-6y30 3056 MT and 1183 ST, while the i5-4200U gets 3259 MT and 1376 ST). For what is essentially a sub-800g table with a keyboard (500g), that's not bad. How useable a 12.5" FHD screen is another question but at least its not the 4K version which seems silly on a 12.5" screen.
EDIT: NBC have this to say about this CPU performance:
That's a seriously underpowered cpu, wouldn't recommend this for much besides browsing and word.

Specs seem a little messed up? Title says 12.5" yet the specifications listed on the site say 13.3". Safe to say its 12.5" because of its name, but is that all thats wrong with the listed specs then?

No problem at all, this CPU is pretty good at 3000 passmark average. Only starts to make a difference compared to a quadcore i7 (8 logical cores) if you were processing large batches. The comment that other bloke said about this CPU is only good for browsing and Office, this statement is true for a passmark of 1000-1200 processor.
.
The best aspect of this processor is that it is fanless so it is totally silent.

I've said for ages like rightmove now put internet speeds, computer makers should list how well this would play FM as standard

Check the specs, it does not have a FM radio. In fact you are going to struggle to find any laptop with a FM receiver. Why would you want one anyway?

"The real disappointment is the XPS 12's SSD. The 128GB drive recorded a transfer rate of just 82.09 MBps, while the SSDs in the Spectre x2 (149 MBps) and the Surface Pro 4 (318 MBps) were two to four times faster."
"On the Laptop Mag Battery Test (continuous Wi-Fi surfing at 100 nits), the XPS 12 lasted 5 hours and 17 minutes. "
