This is certainly not a premium set, that would cost between 6 and 10 times as much, but it would be more or less adequate for a home mechanic. It would not be much good for fixing a car because it seems to lack some important tools like spark plug sockets, it would also have 14 surplus sockets (the imperial ones) that would not be much use on a car built after the 1980s (unless you have an American car). The kit also lacks open ended, ring or combination spanners, so the user would have to factor in the cost of those, even for home use (lower end spanners are not expensive, but the supplied adjustable would not be a substitute).
I hope that answers your question - it just depends what you need to do as to whether this set would be adequate or not.

Either set would be fine for fixing lawnmowers and similar, or basic jobs on cars, motorbikes and pushbikes; I suspect the quality would be about the same for both, but the Argos set is even cheaper.
