Can these only be used with Windows phones? What are the OS limitations?

Only works with the 950 & 950XL and as a 950 XL owner I got one free. Most useless gadget ever as its too much hassle to use with any screen so it becomes tied to a monitor and it is not real windows so only certain phone apps work. Nice idea but needs a lot of work to make it a useful gadget.

Can you use it as a dock/port replicator for normal Windows 10 laptop/ultrabook/tablet?

So yes, the purpose of this is for Windows phones... namely the Lumia 950 and 950 XL.. transforms them 2 devices into a sort of pretend Windows desktop - good enough for Internet browsing and watching videos :smiley:
My use case is to have the dock plugged into my TV, for occasional Internet use, Word, and watching movies.Plug mouse and keyboard in, perfect. Can take it away... without mouse and keyboard... use phone for input if needed when watching movies in hotel. Really easy. The app thing is a bit of a mute point when using in full desktop mode.. unless you need more than what I've said. For the price... it's a great start - looking forward to it developing.

I had one with my 950xl. Its not really worth more than £20 and a bit of a gimmick. Wouldn't go out of my way to get one to be honest.

Realise that not many people have phones that make use of this, but for those that can/do, this is a great price brand new!
