Sort of. DLC transfer works flawlessly from X360-XB1, but for PS3-PS4 it's very hit and miss due to the general incompetence of Sony's EU store team. None of the export packs for previous games are currently working, for example

If you are upgrading in the same console family (i.e. PS3 to PS4 etc), it should let you download your old DLC songs.

No. The guitar is not compatible with the PS3, and the only Guitar Hero title on PS4 uses a completely different button layout No, as it lacks the correct audio jack. And, y'know, strings. Or anything else that makes it a real guitar
