You can overclock a 970 to match 1060 performance. But it's a piece of cake to overclock 1060 too and there, 970 can't keep up. Plus you get an extra two gigs of RAM.
Oh yeah, and the value of UK money has collapsed in the meantime. The real comparison here is in USD, where GTX 970 launched at $330 and GTX 1060 is $249 with extra performance and more RAM.

The 1070 should be 270-300 max.
Vote with your wallet and dont pay it thats the only way to change these stupid prices. Look at all them early titan buyers, they hate themselves now the 780 beat the first titan ffs lol...

Clock speeds are all the same, its just a silicon lottery, buying a pre 'OC' card this generation over the same version but stock is meh, due to GPU boost and the way the cards clock anyway etc. Even coolers come down to a few degrees difference between coolers (stock fan curves) and fans are pretty much all quiet on the 10 series cards.
1060 its pretty much do you want a small or a big cooler.

Whats the advantage to getting highly binned AIBs with either the rx480 or gtx 1060, will it give you better chance of OCing or not?

Honestly I can't tell you, you would have to find out the specific criteria the companies are binning on and what companies are doing binning. Usually achieving the clock they want, whilst fulfilling the tempature and voltage targets. So you are more likely to get a better OC from a binned chip I suppose in that sense.
You are better looking for first hand experiences with the exact model you want. All i can say is I have a Palit Game Rock 1070 and I have clocked it past the GameRock Premium Edition without effort, Though maybe I am lucky.

GTX 1060 is generally faster in DX11, RX 480 is generally the same or faster in DX12 (just don't mention Tomb Raider).
