Unfortunately I don't think so. I looked through the specs and the site but I can't find any mention to it being touch screen, hope this helps :-)

Downgrade to Windows7 and its quite decent mashine for the price. Processor a little let down, but for publishing your life 24/7 online is a good tool for that.

I actually prefer the i3's compared to the i5's and i7's on laptops as they don't seem to heat up much lap as much!
Downgrading is more hassle than it's worth, in terms of time spent and buying a licence. Windows 10 isn't the best OS they've done and still very much a work in progress, however it does work OK and should work OK on this machine.
I thought 1607 build was out on the 16th July, but seems not. I see the current version as 10586.494. Not sure when the 1607 will actually come online for general release. Ah seems it's actually out on August 2nd >
1. Original Windows release 1507: (otherwise known as buggy hopeless first bodged crappy attempt)
Build 10240 absolute crap
2. November 2015 update 1511 (Threshold) :
10586.x (where x is a number updated every month). Less crap than 1507
3. Anniversary update 1607 (Redstone) :
1607 didn't come out on July 16th, due for general release on August 2nd. No idea if it will be any good, but you'd expect it to be better than the previous two major releases!
Full version history as per link directly above, current release is on 1511 buildline and coloured green so that's 10586.494, if you wish to check your release version then type > winver in to the search box on taskbar and press enter or hold CTRL and R and type winver and press enter.
10586.494 should be displayed if you're on the general public release. Next month this should do a significant update to 14393.x where x is a number I don't know yet, likely a 4 digit number.

Think this is the low power i3 though isn't it OP?

Low power and low heat :-) all the laptops in this range have the U part in the name which means ultra-low power.
Most people won't anything better than this CPU unless they are doing video editing, gaming or other CPU intensive tasks. Watching Netflix, using Facebook and using office will all work perfectly.

The Intel HD 520 graphics should also be decent enough to run Sims 4 OK at lower graphical settings & reduced resolution http://www.notebookcheck.net/Intel-HD-Graphics-520.149940.0.html Should also output to a 4k display at 60hz.
