There are three possible outcomes: Wales, Belgium or Draw. Back one option before the match, another during the match, and cover the third option with another bookie. Back the option with the least chance if winning (highest odds) as the in-play bet, as you will get that refunded if it loses.

I have a friend that does this each time with no issue, what the terms he is breaking. I know he has been paid a couple of times. (id look up the terms but on a works computer)
