Probably due to the continued destabilising effect of geopolitically inspired radical Islamic terrorism in those particular cities.
The prevalence of ammunition and weaponry in the Belgian capital makes it a centre of gravity for the logistical network used by terrorists and supplied by criminal elements.
However, since those same capitals sit at the heart of the European continent they also represent massive population centres, important business districts and recognised political institutions.
The large through flow of European citizens lead to an equally large infrastructure network designed to service travellers which simultaneously, and logically becomes a prime target for terrorist disruption.
So, the financial incentives are designed to combat waning use of the network due to fear of further terrorist reprisals for perceived injustices by the West against their particular ideology, which, interestingly enough, is actually Qutbism.

He said it's a bit dodgy over there because some misguided Muslim types have been doing a spot of bombing and no one really wants to go there so that's why it's dead cheap like.

Really want to do this but seems like it's going to cost more and be more hassle to get from the south west to St Pancras than to go from there across France!
Train to Paddington then trying to get across London to St Pancras with suitcase etc?
National express don't drop off anywhere near...
Car parking nearby very expensive!
