Great deal for a very powerful SDS Hammer Drill, much better than the Bosch I posted a while back.

I can't decide to take a plunge here or wait for better deal on DHR242Z, which currently is around 60 dearer with no battery.

Unless you regularly work on sites with no power, go with corded every time on a hammer drill. So much less hassle having to charge the battery / have multiple ones.
So many times I've come across a job that needed use of the hammer drill more than I thought, that I ended up going back to corded for it.
For normal drills though, battery is fine (easier, last ages), but hammer drills with a chisel etc. in will eat the battery.

Can this be used to break up some concrete stuck to a wooden fence post?

Easily, but watch out as the fence might not survive. This is a beast.

No worries, The post snapped of in the ground when a rather short helpful neighbour was lifting a sofa over a 3ft high fence post... Snap!!! goes the fence, now snappyfish has to remove old concrete and the rest of the post on the ground.
