Cooling the bores? If it is getting into the bore the piston rings are not sealing (and your bores will be glazed in no time) if it is not then it won't be consumed. Sounds like an excuse for poor engineering too me.
The coolant (the clue is in the name) cools the engine, any cooling effect the oil has is negligible - its there to lubricate the crank, con rods and pistons.
