O2 offer this to get people to sign up to contracts, that's where they make their money.
Some people are happy to see out the contracts, you could get quidco on it too if you intend to do so.. you don't need to stay the full 24 months.. just wait till you get the quidco, then cancel (I did this last time).

Refresh effectively allows you to do this.
It does work, and i didnt have any problems doing it. Just make sure you pay off the phone before cancelling airtime-doing it at same time sometimes causes issues, and its worth paying off phone one day, and airtime day or so later.
Good price for phone too.

Apologies, new to this, but I'm due an upgrade soon - this has my interest. I am a bit confused, however... If the contract is £31 per month over 24 months, plus an additional £79 for the phone, it works out at £700+ over the term?

Ignore the 'Airtime' part of the contract.. you can cancel this anytime after you've paid off the phone.
What you pay is: £79.99 upfront plus £13 x 24 = £312 = £391.99
Basically do this. Take out the contract, pay the upfront amount. Once you receive it, call up and pay off the outstanding handset amount (£312). By doing this, you're free to cancel the remaining airtime contract, penalty free.
