These deals come and go, they don't remain at 10p. Some previously 'paid for' apps are permanently reduced to typically 59p or become free. Check out HungryforApps for reduced and free apps, then search for the app in the Play Store or iTunes and see if it is reduced or free there. Most of the time it is and you can pick the app directly from the Play/iTunes store.

I see the app is 10p, and then in-app purchases range from "£0.50 - £2.12 per item". Anybody able to say what it is that users have to pay in-app to unlock?
I had the same question. That app is now just called Sky Map (Google open-sourced it) and (as some have noted) it's not had much attention from its devs recently.
