Oh my morals can take it alright. Fact is 90% of the games I purchased from foreign stores I wouldn't have bothered with if not for the cheaper price.

I don't think MS will ban anyone for this, nor will they region lock online games. Online games will geographically look for matches/servers near to you IP location to decrease lag. The idea that if you buy from Russia you can only play Vladimir Putin is nonsense.
Put it this way. I am a jet set traveller and have property in Columbia, Canada, Brazil, and South Africa. I go and stay at them all during the course of a month. Whilst I am out there I regularly check xbox for games and offers, so I can go home and have them all waiting for me in the UK. As I am in each country xbox.xom auto senses my location and takes me to each countries page and shows me the price in local currency. Thus I register my card details and address when i come to pay for each item. It just so happens that when I do pay for each game or add on, it is the cheapest in the world.
Surely MS would not ban me for being such a lucky person?

Yes, VPN is required. Lots of options out there to do it and doesnt take long. Paid £6.05.

VPN not required. Just buy Russian Xbox cards from Microsoft. Add to account. But using Xbox credit.

I've ordered using the Russian store before without VPN - you just have to access their Microsoft store to buy points/currency equivalent. It's fairly easy to follow if you use Chrome to translate.
