flushing cat litter down the toilet? you need your head examined.
I use Lidl cat litter. I go to Lidl solely for their litter, and grab 5 bags at a time. £1.79 for a 10 litre bag, probably the best litter I've used. clumps great, excellent value for money, and my 3 cats love it. compatible priced litter (Tesco value, asda smart price) are useless, rocky, dusty, my cats hate using it, and it's a pain to clean out.
if you haven't tried it, I recommend giving Lidl cat litter a try, you won't go back!

Yes there are a few brands of litter that are, the one I use is: Cat's Best Öko Plus cat litter - 100% compostable, 100% biodegradable. Can be flushed down the toilet or put into the bin for garden waste. One of the most highly recommended litters out there too (I spent literately hours a few weeks ago searching forums, websites, etc for recommendations from cat owners and breeders).

No. You'd need to use one like Oko Plus Cats' Best if you want to flush it, but only the gel like lumps which forms when they urinate, and only a lump or two at a time.
