Postage rates/deals between countries is a pretty complex thing. It's governed by something called 'Universal Postal Union' a part of the United Nations. Each member having to subsidise other members postage once the package/letter hits the receiving country. Remuneration is based on how developed a country is. That's why products from China are so cheap (or free) to post out, the poor'ol Royal Mail/Post Office takes a large hit.

it's cardboard probably cost 5p to manufacture and 2nd class post how much is that? . so possibly making 400%+ on markup and they banking on you ordering something else from them - That's business

It does seem a little more involved, Cardboard, Magnets, Velco, Lenses. Putting them all together, then package and post to the buyer.
