Same price from Tesco posted last week. However these come with a 2 year guarantee.
32gb £119 was £129
64gb £159 was £169
Granted its only a piddly £10 saving, but a saving's a saving plus you get a 2 year Guarantee.

£119 is a stretch but possible:
CPU: AMD 3850 1.3GHz Quad-Core Processor (£24.95 @ Amazon) - Buy here
Motherboard: ASRock AM1B-ITX Mini ITX AM1 Motherboard (£29.56 @ Amazon) -
Memory: Crucial 4GB (1 x 4GB) DDR3-1600 Memory (£15.20 @ Amazon UK) - Buy here
Storage: Western Digital Caviar Blue 250GB 3.5" 7200RPM Internal Hard Drive (£19.00 @ Amazon UK) - Buy here
Case: CiT MTX-005B Mini ITX Tower Case w/300W Power Supply (£27.99 @ Amazon) - Buy here
Total: £116.70
Prices include shipping, taxes, and discounts when available
Doesn't include a keyboard and mouse - I couldn't find a decent one for cheap enough but you may want to try somewhere like Geekbuying or something.
£159 for the more expensive model is a doddle to beat:
Motherboard / CPU: Gigabyte GA-J1900N-D2H (£44.17 @ eBuyer) - Buy here
Memory: Kingston 4GB (1 x 4GB) DDR3-1333 Memory (£15.78 @ Amazon UK) - Buy here
Storage: Sandisk Z400s 128GB 2.5" Solid State Drive (£35.38 @ Novatech) - Buy here

Keyboard / Mouse: Microsoft All-in-One Media Wireless Keyboard (£26.62 @ Kikatech) - Buy here
Total: £149.94
Prices include shipping, taxes, and discounts when available
For an an extra £40 you could add a Blu-Ray drive.

Not hack as such, however if your thinking or meaning the installation (side loading) of KODI it is in the works (pre beta stages).
Hope this helps, however with everything APPLE there is also a new one in the works too.

Bit disappointed with the ATV4. Its good in that it has all the major streaming apps ( apart from amazon which isn't out yet) but the games are pretty lacklustre which is usually apples strongpoint.
MrMC (no add ons) can be installed from the App Store, or you can sideload Kodi and sideload add ons, but not all work yet.
The remote is pretty rubbish as well.
Fire TV remote is much better, but fireTV lacks Nowtv app. ( side loading it doesn't work)

I can't see what the fascination with Apple TV is nowadays.

Neither build includes an OS, but you could use any number of free Linux builds. Or buy a Windows key from: https://www.reddit.com/r/microsoftsoftwareswap
For an an extra £40 you could add a Blu-Ray drive.
