This is a Refresh deal by O2, meaning all their contracts are split into phone and airtime payments so what you're doing is taking out the contract and cancelling within your statutory 14 days. When you're cancelling you are telling them you want to keep the phone and in this case the phone payment part of the contract is £10 a month so times that by 24 months which is the initial contract equals £240 plus the upfront payment of £19.99 and voila you have a phone for £259.99. Pretty simple phone call all in all as they don't bounce you around retentions, have done it myself in the past.
O2 also unlock their pay monthly phones for free so make sure to unlock it within the 14 days before your cancel otherwise you'll have to pay extra to do so. You can use this form to unlock it, from personal experience it took just under 3 working days to do so at which point I called to cancel and getting a phone this way did not affect my credit score.
To clarify the 14 days part you need to do that to avoid being charged for a month of usage on top of the device plan but you are never actually locked into full 24 months as this is a Refresh contract. You can in theory use the contract for a few months and then cancel when you feel like you want to change the provider and to do that just pay off the device part (£10 x number of months you'd have left at that point) with no penalty.

If you pick the 39 pound tariff instead of the 31 you can get 70 pound on quidco and the phone is still 259.99 so might sweeten the deal.
