not sure..............i think if its from (or it used to be) from carphonewarehouse, they are/were unlocked but it more expensive and you do have to buy a topup for sure.

can get the 640 refurb for 69.99 at o2 or 79.99 for standard.
is it worth the extra £10 for a 640?
