I wouldn't class 1million sales in its first week as a flop. especially for a new ip, when you consider it sold better than forza, which already had a large following.
the game had major technical issues, at launch, which where sorted a long time ago. the support for this game is amazing and is continued to be worked on till today.

Cold this should be free for plus users but never was. Digital content has no regulatory body to enforce bad practises.
Don't pay for it out of principle as they promised it for free
