Fair point, but are you trying to say that you will find a Quad Core i7, 7200rpm or SSD HDD, with a dedicated graphics cards for even close to £399???

If they'd have put in an SSD it'd be a really good machine.
I need the laptop for Adobe CC (Indesign, Photoshop and Illustrator) - nothing too intense, just designing logos, flyers, editing images etc
This has HD Graphics 4400 and the other has HD Graphics 5500 - will this also make a difference in terms of Adobe CC use?

Hmmm too many choices. Is it easy to put an ssd in?

In terms of speed there's very little in it for your tasks between those two processors. And yes, the CC suite will take advantage of the HD graphics on the Intel chip for a few of the functions within Photoshop (resizing, filters, etc). The RAM will help on the asus, a little, and future proof it.
However, for your requirements I'd suggest you look for a laptop with a better resolution/high quality screen. 1920x1080 will be satisfactory with a decent brightness and colour reproduction. Much better for editing photos.

Is this any good? 768p and HDD seems a bit like a joke. If it had Full HD and you could add an SSD, I might be tempted. The CPU is also out of date, and the latest generation would have better graphics.

Dual core i7, 5400rpm HDD, 1366 x 768 screen & no dedicated graphics?... not that good of a deal if you ask me.
