Depends on your Internet connection and your router really.

It should be fine if you have a decent internet connection. Also having the PS4 connected to the router and the PSTV connected wired via the internet. If both can not connect to the router by wire then next best thing is a pair of homeplugs.
Same goes for PS NOW. If you want to buy this for PS NOW make sure you can connect it for the router via wire or at the very least homeplug.

Providing your PS4 is wired to your router, you'll be fine. If all devices are wireless though, you'll have issues imo.

Yes there is lag, sometimes unacceptably so, I was playing super meat boy streamed from my PS4 upstairs to downstairs via ethernet cable, using my Asus RT-AC68U (Great router) and quite honestly, if you try playing a fast moving game like that where reaction time is key, you won't have much fun. (also almost missed some key presses in until dawn because of this)
I did enable in the settings to have it set to fastest option, maybe I will try QoS setting in my router, but seriously it isn't great... Playable but not great especially as it is only compressed 720p and there is definitely controller lag.
Edit: Basically, if you are thinking of playing online fps etc, I wouldn't hold out much hope, but I picked one of these up for £25 in asda the other week, for the deal price it is worth it.

If it's all on his LAN, why would that matter?

YouTube support was discontinued but should be accessible via browser, it never had Netflix.

Whats the range of the PS4's wifi? Doesn't it connect to this device using that? Like you can with the vita?
I actually quite like it, playing Destiny and there didn't look like there was much lag but the controller to me didn't feel as responsive, still pretty impressive if you would use it in a different room. I already have a vita but if you don't this is a great way to get your ps plus vita games also! remember you'll have to buy a stupidly expensive sd card too
