Apparently it is enforced sometimes. This is probably in the same league as speeding, using HID conversion kits, etc. All illegal but you weigh up your odds.
Personally I find it a great help for the butler - he's getting on a bit and struggles to make it all the way from the East wing.

Some laws are made to be broken. This ridiculous law is one of them.
"Hoverboarders" who use their two wheels on the road are being warned they are breaking the law.
That's because they do not meet the legal requirement to be safely used among other traffic.
And if you think that means it's fine to zoom down the pavement instead, then you'll be committing a 180-year-old offence set out in the Highway Act of 1835.
The rules are being pointed out by the Crown Prosecution Service (CPS).

I never understood this. It's a million times safer for everyone to cycle on the pavement! So would I rather get hit by a car (of which there are plenty) and likely die or take a chance running into a pedestrian (of which there are few) who is moving slowly and both me and they can get out of the way or stop much easier.

You'll probably find that there'll be some police officers who won't even be aware of the fact that they are illegal to use. I spoke to one officer who didn't even appear to have a full understanding of double yellow lines! I would assume also that if used responsibly, many officers wouldn't stop you from using one of these boards.
