Yes, you can tether with EE sim to your androids or PC or whatever.

Hotspotting is a standard feature on Android 5.0+ (maybe even earlier releases too).
There are apps available also though.
Can't see any reason why you couldn't tether with a PAYG data allowance.

Look at the osprey EE deals. 12 month contract. Free MIFI devices. first 3 months free 25gb for £30 per month. is about the best EE deal I can find.
Same price as the SIM only deal but with 3 months free.
Still the free Christmas sims have covered me till Feb.
