Probably just as fast as modern U series CPUs, except for power consumption.
It definitely says it in the title of the eBay listing, so if they need to honour it, ask the seller a question about the warranty.

You're right as there doesn't really need to be, it's more power consumption tweaks than anything. Most users are general business users, and it does everything they need. The fingerprint sensor might not work in Windows 10, I haven't spent much time trying to get it to work though.
