It is for any person who has the Shell Motorist App (its free to add it) and don't have Paypal. This is so you can make payments via Paypal instead of going into kiosk and paying by card and cash.

Will need the Fill Up & Go App as well.

Just to clarify your post, it seems the offer is for anybody who downloads the Shell app. Then you just link PayPal. You can already have PayPal - just not linked to the app.

Where does it say only for new PayPal users, I can't find that in your links or the T&C's as far as I can see it's for existing PayPal users, you just need to pay by PayPal.

Ah thanks for clarifying that as when I tried it, it brought me to register Paypal.

There's an option instead to sign into PayPal.

You DO NOT need to receive the email. (Maybe you do, but in reality it should work anyway if you use the link).
