Probably because its not the usual straightforward Amazon style purchase and you kind of need to jump through a hoop or two to make benefit of this deal.
Just make sure you use your points before they expire.
It will tell you the expiry date in your account.
For reference I bought a 3DS early this month and the points expire at the end of the month.

But promotions like this are to drive customers back to the site so they keep spending and become regulars.
Also there will likely be a percentage of customers who forget to spend their points or won't spend all of them.
