Cello have an agreement with Hisense to supply SKDs to them for assembly in the UK.
Hisense are pretty much the Chinese Vestel, an absolutely massive company operating at the cheap end of the market. That said, I have found products by Cello to be more reliable than most of the cheaper stuff; Brian Palmer (head of Cello) has run his businesses like this for 30+ years, believing that the main problem with Far-Eastern stuff is build quality, so he does that side himself (Palmer was previously head of Hinari and Akura in the 80s/90s).

Cheap but very limited as a 4K display. Uses HDMI 1.4 so you're limited to 30Hz from a PC, no smart features and not HDCP compliant for external devices.

I would have thought that all TV's with HDMI these days would be HDCP compliant.
Smart features can be added with a cheap Android TV box.

I just don't understand why companies persist in building tellys with woeful support. Does HDMI 2.0 or HEVC etc really cost a great deal more; is there a suspended unicorn tear at the heart of every 2.0 port?
