It's a website (doesn't really need an app - just a web browser) for people who like diddlin' around with their mobile phones. Hacking them, changing the firmware and frequently (judging by the comments and questions) breaking them, in weird and imaginative ways.
I've had an account there for years - but it's not useful for ordinary people any more - in the "old days" when Android was crappy, maybe but now: not so much.

Why would anyone anyway, not everyone knows everything and then there's 'No such thing as a stupid question' which if respected is a good view to have but as humans are involved, not always followed.

Even those of you who don't recognise the app's name/URL probably have phones with apps you use every day that were developed by members of the XDA forum. Some of the best minds in the world when it comes to Android development are active there but there are sections on all sorts, not just android, and for everyone at every level of knowledge so this gets a red hot +1 from me. Think the last time I frequented the XDA forums was when I had one of the old dual core rockwell android TV boxes and wanted a firmware that would be me play videos smoothly and fix the wifi. Even though it was a fairly obscure box, sure enough someone had written their own ROMs to make a crap box in to not quite a crap box.
Its a good place still if you have some imported simsang, suny or epple chinese device - I was looking at one of those £80 round face android K8 watch phones before the pebble deal, and there was a pretty decent thread where some dev had managed to improve the device already. Bunch of clever people on there.
