It's a dodocool DC35. I'm hooked up to one right now and it's working well for me with an XPS 13. It's oddly super-light so is good for travel.

The ports run on two basic outputs from the device. USB, ethernet will work if your device can act as a USB Host (aka USB On The Go in phones). HDMI and VGA will work if your device outputs a DisplayPort signal. If your device only does one or the other you'll only get the respective parts working.
I plugged mine into a GPD Win and it utterly failed to work with the Win, though tbh I blame the Win for that. You can make it crash by plugging in a USB light.

It looks like it'll work (Switch uses DP) but I wouldn't be comfortable saying it'll work unless someone else has tried something similar.
