Don't over think it!
As they say, there is no such thing as a free lunch!

Sounds like they won't even get to pay if they're closing as soon as they've served the 400. I'd also hazzard a guess that they will actually have 500 portions so as not to disappoint huge swathes of people.

I wish i lived in the area, I'd grab a coach load of homeless people and watch the PR disaster unfold

Why would it be a PR disaster? Especially as Pret are very well known for donating their unsold food at the end of the day to local hostels and shelters to feed those in need. They also have a charitable fund (The Pret Foundation Trust) that works with other groups and organisations such as the Salvation Army to help give people training and jobs, as well as raising money through sales of certain special products. It seems like they really do some good work.
They've been doing this a long time, waaaay before some others jumped on the bandwagon because it was trendy

Yeah cos there is always homeless people in there, silly me. It would be a PR disaster cos I guarantee you they wouldn't want a store full of homeless people during the day. Staff would be running round trying to get rid of them. Get real.
oh boy can you imagine the amount of people the will turn up trying to get something free I feel sorry for the staff, at noon it will probably feel like a coach party has just walked through the door! The longer wait for regular customers to get served would be annoying too if they are on their lunch break.
