Norway is stunningly beautiful, but expensive but it is possible to put together a budget break visiting some of the beautiful Norwegian fjords and countryside. September should be good weather still and you may even get some Autumn colourful scenery too.
All accommodation has private ensuite rooms which makes this amazing value for money too.
9-11 September Flying to Bergen, arriving mid morning you'll stay for 2 nights at the Bergen Budget Accommodation, basic but ideally located and rooms have private bathrooms too. Bergen ideally places you for beautiful countryside such as Mount Floyen and the Funicular (Floibanen), Ulriken and doing a cruise on the beautiful fjords.
11-13th September You'll catch the bus to Stavanger on 11th, which includes ferry journeys too which is great as you get the opportunity to see some of the amazing fjordland scenery.
In Stavanger you'll stay for 2 nights at St which again has rooms with private bathrooms and is in a good location. Stavanger is a great base for hiking to Preikestolen otherwise known as Pulpit rock and has amazing views. I've done this myself and its easy to DIY it from Stavanger catching local buses and ferries. Stavanger is also a good base for visiting Lysefjord and the beautiful old hoses in Old Stavanger are well worth visiting too.

whilst in stavanger its definately worth getting over to prekestolen, but if the busses run then kjeragbolten is a quality walk and you get to stand on the boulder wedged into the cliff face 1000 metres above lysefjord..
on a good day you'll see base jumpers too

Its amazing isn't it. I did it on a cruise but luckily (or unluckily depending on your viewpoint) we ended up in Norway for additional nights at the stops in Scotland and the Shetland Islands were cancelled due to bad weather, we did all DIY excursions in Norway and had some amazing good weather. I think you can visit Flam railway from Bergen too so that's well worth a trip. It was a few years now but we paid £299pp on a week cruise from Liverpool, a rare bargain find as I've never seen cruises to the Norwegian fjords this cheap since. Its a beautiful country.

Possibly not everyone's cup of tea, but just had a quick look on AirBnb and look to be some quite nice places for cheaper than listed above in Stavanger

Worth bearing in mind that food and drink in Norway is very expensive. An Airbnb might be more expensive, but if it has a kitchen you can make savings by making your own breakfast, lunch and dinner.

Yes Airbnb is an option definitely. The accommodation in Stavanger does have kitchen facilities that are shared and the Bergen accommodation does also have cooking facilities in the room. I'm not sure exactly what these are but it should help reduce costs of eating out.
