I had one of this and it is good for rechargeable battery. It is better than other leading brand in the market tbh.

I can thoroughly recommend liitokala lii 500 charger. It charges NiMH ni-cd and round lithium ion 3.7 v. It also can tell you how much charge your batteries hold. I've just gone through my rechargeable collection and it shows which ones may show as charged on a normal charger, but actually only hold a little charge and are essentially useless. Unfortunately you have to get it from China to get a good price.

Are these capable of charging really flat NiMH cells? I find that few "smart" charges can.

I think that most 'really flat' NiMH batteries are generally past it. You can put them in a dumb charger and they seem to charge, or you start them in a dumb charger and then put them in a smart charger. Problem is they appear to charge, but have hardly any capacity. Look at my post #2.
