I have five TP Link plugs working but I had to use the method where you use the PC to name each plug the same and then they work without having to pair them. http://www.tp-link.com/us/faq-1090.html

I bought 2 packs of these hoping I could use them with our existing Netgear homeplugs but they aren't connecting to our network. Is there any reason why they wouldnt work, other than brand name?

Annoying high pitched sound from the units. Great customer service though and free returns so I have returned it.
Cold though.

Best thing I ever did was use a powerline to extend our wifi. Now have it all over the house and in the garden. Much better than a wireless extender.

Would these work between upstairs and downstairs when they're both on different main switches on the fuse box?

I would imagine so. That's how we use them, most houses are wired that way and most consumer uses will be linking upstairs to downstairs. It's not a big expense if it doesn't but if I understand what you asked and how you are wired, I'm 99% sure it'll be ok
I grabbed this one (the 1000Mbps version) a few weeks back when it was on offer £16.79 and they are perfect for BT TV! Even use one end within a serged protector extension lead
