How to Use: Shake the pen applicator thoroughly with cap on. Apply the pen in shaded area. Prime the applicator on a separate surface. Trying to figure out how this works. Could it be a solvent that dissolves the paint slightly, allowing it to fill the scratch?

Some info I just found:
Car scratch repair pens are applicators that are filled with clear coat resin, the same that forms the outer layer of car paint.
These pens will not work for scratches that have penetrated the clear coat and gone down to the primer.

No nothing will repair a scratch you can feel with a finger nail,other than paint job.

Not true. If the damage is not down to base paint but only to clear coat it can be fixed with wet sanding. Info above suggest that this pen contains clear coat so again should fill scratch no problem
