It's out tomorrow, and this is the cheapest price I've seen for the PC version. It's important to note that this expansion also comes with the base game, making it an ideal version to get if you've yet to play ESO.
As the title gives away, Morrowind takes place in the fan-favourite region of Vvardenfell in which players try to save Vivec City from destruction. The way content scales to your level also means newcomers can just dive straight into the expansion alongside experienced players, or go through the old content first. This pre-order also comes with the Discovery Pack that includes a bunch of extra goodies as well.
In short, there's a lot of game there for £23.99 if you're after a subscription-free MMORPG to play.

I'd say yes! Although I've not played the Morrowind content yet. Particularly fun with friends.
Yes you will if they do any future expansions. DLC packs also cost. There's an insane amount of content here in the base game + Morrowind though. Hundreds of hours no doubt.

I was lucky enough to test the beta for the past few weeks, I already own the base game and the past 2 expansions , but was wondering on behalf of a friend , great game , pure quality and like you say , a wealth of gaming for such little money and NO monthly costs

Really enjoying Morrowind early access and Warden is my new favourite class.

Can see why people pick faults in the game (pvp is in a bad state, but playable etc), yet it's the only reason I've had psn+ for the last year and why i have renewed it for the next year.
