In the bad old days it used to be easy to differentiate between memory and storage. Basically memory was chips and storage a magnetic disk/tape of some sort spinning around with capacity and read/write speeds that a modern day user would weep at.
Now memory and storage can both be chips, as is the case of this phone. So the big differential is the volatility of both. I.e what happens when the power is disconnected? Thus memory loses it's contents and storage doesn't.
In any case the term ROM in the description is wrong as any storage that is Read Only would be as much use as a chocolate tea pot.

But whether you (or Dealmessiah, or colourpie) like it or not, that is the - somewhat out dated - convention that has stuck in some cases, to differentiate the built in storage from RAM.
Anyway, the OP has only copied the specs that Gearbest has used themselves anyway.

Not reflecting on the deal, but it's not 16GB ROM, it's Storage Space.

It really isn't. Even "memory" would be technically wrong but much more acceptable. But anyway, often thought about getting one of these when it was modernish. Now it's not very appealing at all, apart from the yellow (takes all sorts eh)

Alright, it's the accepted shorthand then.
I had the K3 note 2GB ram. Nice phone for the money, loved the yellow. Always got asked about it.

I got the Geotel Note 4G today from Gearbest for £59 using code HNOTE4G. It's Android 6, 3GB/16GB memory, HD TrueView display, dual SIM with separate card slot, Quad core CPU. Good reviews online and comes with case and screen protector. A good alternative to this.
