As above, the price seems to have been moving somewhat until reaching its current -78% - it's unclear whether or not this was intentional.

Buying any of these won't give spare keys - instead Steam typically removes any that you already own from the bundle purchase, reducing the price accordingly.
These aren't expensive - if there's a anything that you actually want, just go ahead and buy. :wink:
