Good price but at the same time the Toshiba 64GB card listed a day ago has twice the read speed for £1 more.

It depends what your priorities are - the Lexar has far faster write speeds whereas the Toshiba excels at read speeds. the ratings are pretty meaningless - they are just a measure of the minimum speed ratings, they can be used as a guide only to ensure you are not getting a duff card. You wont get a duff card from the major brands - see this benchmark https://havecamerawilltravel.com/photographer/fastest-microsd-cards/

Lexar has far faster write speeds ??? Any proof for this statement ?
Lexar is U1 card, Toshiba U3

That list doesn't seem to have this model (300x) but from what I have seen elsewhere I believe the write speeds for the Toshiba and this one are very similar.

This card is not a bad card.
But your claim that its write a lot faster than Tashiba U3 is wrong.
I have the Tashiba U3, 128GB version, sequential write is 25-30MB/s, actually slight below the U3 minimum.
I have a Lexar 633x micro sd card, although marked only as U1, but speeds are good compare to U3 cards, its speeds are 93/47MB/s (read/write).
Which is why the 300x card will not be faster than the Toshiba U3.
Anyone have the Lexar 300x can post their results.

What would you recommend for a moto g4, its basically to download my amazon music to listen to on the go. Im presuming read speed more important

You shouldn't have any problems with the read speed, MP3s are about 5-10MB in size, so less than one second to read. Write speed may help if you plan to transfer lots of data to it, but I doubt you'd notice.
I think all these companies price them as high as they dare until they see competition. So cheaper offers tend to help all consumers. There's always people needing new cards.

So if I'm recording 4k footage. Which card should I be buying. This or the Toshiba.

Go for Sandisk Extreme.
Or go for the Lexar 633x or higher to be safe.
GoPro recommend them.

Better than the Samsung kicking about?

No. Not better than the new Samsung Evo+
People has to know that 300x is towards the lower end of spectrum. This is not a particularly fast card in today's standards. Its speed is justified in the low price.
Lexar has 300x, 633x, 1000x, and 1800x.

not a microsd and not a low end like this for a start start
your camera can use decent cards
if you need to cheap out then would look at sandisk extreme as a minimum standard
or the red u3 kingston, 95/85 transcend etc
or could spend more and use uhs-ii or xqd which would be even better
