Aren't a vast proportion of Android games and apps initially free with either in-app purchases or upgrades to "pro version" available?

Yes but these ones you normally have to pay for before installing. The link to Felinia's World is to the free version. This is the non-free one that's currently free.
Thanks OP

Have noticed google making paid games temp free over the past month or so (never used to happen that I'm aware of?). I like it a LOT but seems kind of random finding out what is on "offer" at any time. I tend to use HUKD but there could well be some that slip through undetected, so is there anyway of finding out what games are on offer actually on the play store. Obviously filtering by price (if you even can) wouldn't help as many of the games are crappy free to install pay to play type. Need some way of finding games that are free and on offer I think....

Yeah it was a recent change, before setting an app to free would make it permanently free, now the temporarily free discounts are allowed, hence the influx of these types of 'deals'.
