There are some 'free to play' 'VR Only' games/apps on Steam (though once in a while 'free to play' games are poorly tagged and aren't free), ordered by reviews: store.steampowered.com/sea…401
The Bellows free for (maybe?) a limited time! So this might be a little confusing, but we've decided to make The Bellows FULL GAME free! Recently we've updated the game completely, the whole experience has been revamped and replaced and now is available inside what used to be the demo page. We're going to see what the reaction is, and might add a small price tag back on after a week or so (anyone who downloads it before adding a price back will keep it for free), but in the meantime we hope you enjoy!

I would add: Nevrosa: Prelude - short. A creepy puzzler. Buzz Aldrin: Cycling Pathways to Mars - whether or not you agree with his plans it's great to stand on the Moon and Mars Quanero VR - a novel idea. Mutliple acts of violence occur in a bar and you have to replay the action to try to understand why VRSailing - only good for a short play as there is little to do, but it looks gorgeous Trials on Tatooine - not that good to be honest, but Star Wars fans will be unable to resist
The free multi player of Bullets And More VR store.steampowered.com/app…40/ (The free levels don't often have players in them so we'd need to get people together for this one, excellent game in that the mechanics are like hot dogs, horseshoes & hand grenades.)

I also recommend Vive video (free) if you have a vive, makes watching movies really cool.
