Silent shutter mode? Does the Operating System not give you over all control of every app? Pretty naff OS if you aren't given those user privileges. Another would be hitting the sound mute button.

I believe it's only a legal requirement in some East Asian countries, i.e.: where the phones are developed and manufactured.
My phone is rooted, but I've never felt the need to turn the shutter sound off.
If someone is offended by the sound they either have no reason to be, or every right to be. I never find myself in the latter scenario.

although saying that I may try it as nothing spoils a nice moment with the kids than then hearing the shutter noise after I try take a impromptu shot and then going 'can I see? Can I play with your phone?'
