If you have played less than 2 hours you can get a refund, then re-buy.
Valve implemented a means of getting the difference back when a purchase was made just prior to a sale, but I only heard about it during their big (Xmas and summer) sales. I'm sure it would apply to others too.
Valve are quite reasonable with genuine problems like this. The only problem is the support is constantly swamped and it takes a while for replies.

I keep getting tempted to buy this game then I keep remembering the insane ban policys and the fact that they offer no proof of cheating and no appeals.
I wouldn't cheat, don't see the point, but when you consider someone else sending you hacked money in game without you asking is classed as cheating....
Never been banned for cheating in any game (never been banned for anything in a game) just incase you are wondering.
the reports of unjust bans are just too high and i do think some of them are legit complaints. GTA Online Suspension and Ban Policy

I'm in the same boat. Was very close to biting at this price. Played on 360 and X1 and whilst it's a great game, the reviews on Steam regarding perma bans for doing nothing leaves me worried. I'll hold off until R* sort out the anti cheat software I think.
