Maybe, but it's more likely just Asus extending their rebate program. Asus (like most other computer hardware manufacturers) run near constant rebate promotions in the USA for all sorts of their hardware.
In North America tonnes of stuff is marketed at a price including the discount of mail in rebates. Several reasons. You can hide price rises easier, hook dummies into paying the full price in store and banking on them failing to claim later or being ineligible. If they do successfully claim, they usually have to dump loads of personal data on the forms which is valuable to the manufacturer.
It's uncommon over here. Greater regulation in all areas of the above. Data protection, misleading advertising etc
E.g.
If you don't mind Amazon warehouse, you can get the gtx1070 (used very good) for 389, and get an extra 30 off, bringing it to 359. That's the lowest I've seen strix cards go, but other manufacturers have been lower.
Also the 1080 can be had for 511 (used very good) minus 50 bringing it to 461.

I don't know about used and display
I only put Amazon warehouse because they don't specify used or new on their receipts

The disadvantage of this is you don't know if the cashback has been claimed.
You buy card from Amazon to get receipt and serial number off the card and then claim cashback and return the card to Amazon.

I am about to get the Z270F board from Ebuyer , So if i am right i cannot actually get the money until April 9th ?
And i must buy the board before the 31st of March ?

Buy before mar 31
Claim 30 days after purchase (ie after the returns period to make sure you haven't returned it)
Get the money soon after
I got cash back from Asus last year on a z170 board and it was quick

They do confirm with the retailer if the card was returned or not - that's why you have to wait 30 days (past returns deadline)
And you won't be able to claim if it has already been claimed
It's a risk - but a small one imo
