I am using a 28" samsung 4k monitor and I sit center and find the colours fine. I love this monitor but I do think maybe it's slightly too big. 27" might of been better. Seems silly 1" different but it really does make a difference lol

Usually yes, but I also use my monitor as my 'TV' to watch things online so it's still better for someone like me to buy an IPS.

This is a big monitor and even if the user sits in front of the monitor, the angle his eyes make with the monitor, on the edges are going to be different to the angle, head on. So, what you will find is the image/colour in the centre of the monitor (assuming you are sitting right in front of the monitor), will be different to that of the edges of the monitor.
When buying a bigger monitor, I would always opt for VA. Failing that, IPS. And lastly TN...unless this is a gaming monitor, in which case a good TN, gaming monitor would be best.

Does not say what inputs it has? Whether hdmi 2.0, or displayport . Description says full HD monitor not 4k or uhd.

TN or not, I think this is a decent deal. If colour is important, go IPS, but if not, TN is usually fine for most people. I can't imagine many people not sitting in front of their screen while they're using it, so viewing angles aren't going to be an issue?

It's the viewing angles / colour shift that kills TN panels for me
